Preparatory process

The preparatory process should be organized in a broad-based participatory manner. In order to ensure that governments, organizations and agencies of the UN system have a sense of ownership of the preparatory process and outcome of the conference and consequently commit to implement it, efforts will be made to involve all relevant stakeholders, in their respective areas of competence and comparative advantage in the preparatory process from the very beginning. As was the case for the Fourth UN Conference the Midterm review is expected to attract the priority attention of the international community and broad participation. The preparation for and organization of the Midterm review is a major intergovernmental undertaking for the UN. Its success will depend on the active and well-coordinated involvement of all parts of the United Nations within their respective mandates and expertise.

Preparatory Meeting

28 – 31 March 2016: Preparatory Meeting of Experts UN Headquarters, New York The meeting will undertake substantive preparations for the midterm review, including a review of progress in the preparatory process for the review and its organisation, a comprehensive appraisal of the implementation of the Istanbul Programme of Action by the Least Developed Countries and their development partners, identify effective international and domestic policies in the light of the outcome of the appraisal as well as new and emerging challenges and opportunities and the means to address them, reaffirm the global commitment to addressing the special needs of the Least Developed Countries and mobilize additional international support measures and action in favour of the Least Developed Countries. The meeting is open to the stakeholders of the Istanbul Programme of Action, including Civil Society organisations accredited to ECOSOC and entities of the United Nations system. Building Synergy and Coherence in the implementation of the IPoA in the context of the 2030 Sustainable Development Agenda – Special Thematic Event organized by the President of the General Assembly UN Headquarters, New York The primary objective of the special event is to build commond ground on how the implementation of the IPoA can be enhanced during the remainder of the decade by building synergies and coherence in the implementation of the Istanbul Programme of Action and the Agenda 2030 for Sustainable Development The event will consist of an opening session, two interactive panel discussions and a closing plenary session. 7-8 December 2015 – Meeting of the National Focal Points on the Implementation of the IPoA Brussels, Belgium The annual workshop was organized by UN-OHRLLS with the support and in close cooperation with the European Commission, as major development partner of the LDCs. The workshop was attended by 26 LDC National Focal Points and drew on expert resource persons from UN-OHRLLS and the Commission.  The LDC NFPs were invited to present the main findings emerging from their national review process in preparation for the midterm review of the Istanbul Programme of Action. The Special Body

27 May 2015: Meeting of the Special Body on least developed, landlocked developing and Pacific island developing countries Bangkok, Thailand UNESCAP discussed the state of the implementation of the IPoA in LDCs of Asia and the Pacific in the context of the Special Body on least developed, landlocked developing and Pacific island developing countries on 27 May 2015 in Bangkok, Thailand. The summary of a preparatory meeting – which took place a day prior the meeting of the Special Body – was presented to the participants as well as the highlights of the High-level Policy Dialogue on the Implementation of the IPoA – which took place in Cambodia on 4-6 March 2015. The aforementioned preparatory meeting prior to the meeting of the Special Body reviewed and discussed development issues pertinent to the LDCs and provided recommendations. Policy Dialogue

4-6 March 2015: High-Level Policy Dialogue on the Implementation of the IPoA in Asia and the Pacific Siem Reap, Cambodia The Royal Government of Cambodia organized, jointly with UNESCAP, a High-Level Policy Dialogue in Siem Reap, Cambodia, from 4 to 6 March 2015. The meeting was attended by senior government officials and other stakeholders, including international and regional organizations, civil society representatives and development partners. The Outcome document entitled “The Siem Reap Angkor Outcome Document” was produced as a result of the deliberations. The Meeting requested to the Government of Cambodia to transmit the Outcome to the seventy-first session of UNESCAP as a basis for the midterm review of the IPoA. 25-27 March 2015: Eight Joint Annual Meetings of the AU Specialized Technical Committee on Finance, Monetary Affairs, Economic Planning and Integration and the UNECA Conference of African Ministers of Finance, Planning and Economic Development Addis Ababa, Ethiopia The 8th Joint Annual Meetings of the African Union Specialized Technical Committee, composed by ministers of finance, monetary affairs, economic planning and integration,  and the UNECA Conference of African Ministers of Finance, Planning and Economic Development, discussed during the expert segment, which took place in Addis-Ababa from 25 to 27 March 2015, progress on the implementation of the IPoA in the African continent. The Ministerial Statement included references to the state of progress on the implementation of the IPoA.
